I would agree with this interpretation.

Personally, on the front of Rules additions and rules alternatives, I would like to see a system in place where additions/alternatives can easily be added or removed depending on the wants of a particular DM. The key to this is, in my opinion, is identifying and keeping the "core" of the DQ rules static [except where there is overwhelming agreement that a rule change is required].

Additions and alternatives then are added to this in a systematic way with well defined guidelines of how to do so.  Defining how this works is where I see that some work needs to be done. Last time we took a run at this I agreed to do this work on my own and present it back to the group for criticism, I am still prepared to do so, but not until after Christmas.

The second part of the DQOS is the development of new skills,
colleges, etc.  Here, the idea is to keep the editorial pressure on
each other to stay true to the original spirit of DragonQuest.  Sure
you can come up with rules for Ninja Turtle combat for DQ, but is
that really something that adds to DragonQuest?
